On January 11, 2010, Wudalianchi convenes the sixth session of the seventh Municipal People’s Congress. One hundred and seventy eight representatives participated in the conference and disscussed matters of vital importance.
      Fan Zhiguo, Zhang Zhongliang, Wang Junqi, Qiao Yuqing, Ding Baoquan, Wei Jinghua, the standing chairmen of the presidium, were seated in front of the rostrum. The members of the presidium were seated in the rostrum.
       One hundred and ninety two commissaries were supposed to attend the conference, one hundred and seventy eight came, which is correspond to the quorum.
       At eight thirty a.m., the conference was opened ceremoniously. Zhang Zhongliang, director of the Standing Committee of Municipal People’s Congress, presided over the conference.
      On behalf of Wudalianchi Municipal People’s Government, Xu Fei, mayor of Municipal People’s Government, delivered the government’s work report.
       The government’s work report is divided into two parts. The first one is the work review of 2009.
       The report pointed out: in 2009, under the leadership of the superior Party Committee, Municipal Government and Committee, under the supervision of Municipal People’s Congress and Political Consultative Conference, according to the arrangements made by the ninth session of the sixth Committee, the concept of scientific development is deeply implemented, the infuence of financial crisis is almost disapeared, the impact of financial crisis is resisted and a relatively rapid economic growth of Wudalianchi is maintained.
       The second part of the report is the work arrangement of 2010.
       The guilding principles of the government work of 2010 is as follows: under the strong leadership of Municipal Committee, the spirit of the Seventeenth National Congress of the Communist Pary of China, the Third and Fourth Plenary Session of the Seventeenth Party Central Committee and the Central Economic Work Meeting should be comprehensively implemented. The work arrangements of superior Party Committee, Municipal Government and Municipal Committee should be carefully implemented. Fully implementing a scientific outlook on development. Guarantee the construction of Party, maitain growth, people’s livelihood and stability as the goal. Put Trade and Investment Promotion and project construction as the driven force. Developing the five big industries of specialty and green agriculture, farming and forestry products processing, the series products of mineral spring, clean energy, tourism, recreation and health preserving. Accelerating the economic development of municipal region and making contributions to all-round development of social undertakings of Wudalianchi.
